Economy and Innovation Minister Delina Ibrahimaj said Albania is preparing new affordable housing policies in response to rising property prices, particularly in major cities. Speaking after a meeting with construction and real estate representatives, she said the reform would extend support beyond vulnerable groups to other people facing difficulties with housing costs. The ministry has spent the past year studying European housing programmes and is now consulting market representatives before finalising the legal framework. The new schemes could open in November after the required legal and implementing changes.
One proposed scheme would support apartment purchases through bank loans with subsidised interest rates. Buyers of apartments worth up to 60,000 euros would receive loans at 0% interest. For apartments above 60,000 euros, buyers would pay interest of up to 3%, while the state would subsidise any rate above that level. The scheme would also support apartments above 60,000 euros through 100% bank financing. The maximum apartment value remains under discussion, with an indicative ceiling of around 200,000 euros. The scheme would target people who have started their careers, as well as young couples and families. Meanwhile, the government plans to subsidise rent for professionals and young families, with rent capped at 500 euros and the state covering half the cost.
From next year, the reform also proposes a mixed-use housing model. Under the model, 30% of apartments would provide social housing, 40% affordable housing for middle-income groups and 30% housing for the free market. Ibrahimaj said the model aims to create a mix of different housing groups and avoid concentrating one social category in the same buildings and neighbourhoods. The Territorial Development Agency would also take on a broader role in implementing housing policies and coordinating them with territorial planning.
