TIRANA, July 23 – Albania has presented a draft law on digital services that aims to establish a modern legal framework for regulating digital platforms, improving online safety and strengthening the protection of users and consumers.
Infrastructure and Energy Minister Enea Karakaçi presented the draft during a public consultation. He said the initiative supports both Albania’s digital transformation and its European Union integration process.
Meanwhile, Karakaçi said the draft fully aligns with the European Union’s Digital Services Act. He added that the legislation regulates a key sector and brings Albania’s legal framework closer to European standards.
The minister noted that rapid technological change and the growing use of online platforms require updated legislation. He said the draft introduces rules for intermediary service providers, including online platforms, internet services and hosting providers. As a result, it aims to create a safer, more transparent and more reliable digital environment.
In addition, Karakaçi said 60 of the draft law’s 61 articles fully align with the European Union’s Digital Services Act. He added that the draft will be submitted to the European Commission for assessment before the approval process continues.
The minister said the main objectives include increasing platform transparency and accountability, strengthening user protection, improving the handling of illegal content and promoting a more competitive digital market. Earlier, authorities held three technical consultations with public institutions and civil society representatives before launching the public consultation process.
