TIRANA, May 12 – Minister of State and Chief Negotiator Majlinda Dhuka addressed measures against corruption during a hearing at the Committee for Europe and Foreign Affairs. She outlined legislative and enforcement progress during 2025. Authorities implemented a package of five draft laws in the anti-corruption framework.
To begin with, Dhuka said three laws already entered into force. Parliament approved legislation on lobbying, conflict of interest, and whistleblowers. She added that authorities continue work on a draft law on political party financing, currently under consultation with the Venice Commission. Furthermore, she said a draft law on sponsorships and donations completed public consultation and now undergoes review with the European Commission.
On institutional alignment, Dhuka said Albania made progress on GRECO recommendations. She reported full implementation of 18 out of 24 recommendations. She linked this progress to institutional reforms and monitoring mechanisms.
Turning to prevention, she said authorities focused on high-risk sectors including property, public procurement, taxation, customs, education, and healthcare. The government also completed a risk analysis for public procurement. She said the analysis identified key corruption risk areas in the system.
Regarding enforcement, Dhuka said Albania maintained a stable track record in investigations and convictions. She said six new criminal investigations targeted senior-level corruption in 2025. Prosecutors filed ten indictments during the same period. Courts issued six final convictions.
In parallel, she reported 878 investigations across all levels of corruption. She said authorities filed 236 indictments in 2025. Courts also issued 287 final rulings during the year.
Finally, Dhuka said institutions strengthened both prevention and enforcement mechanisms. She highlighted the work of the Special Structure Against Corruption and Organized Crime. She said its activity increased during 2025.
