Justice Minister Toni Gogu said Albania will discuss the broadest package of Criminal Procedure Code changes since its adoption on September 30. The Justice Ministry and the Council of Europe will present the package at a meeting with justice institutions and other stakeholders.
The review follows a Council of Europe study on pretrial detention in Albania. It also comes after 10 years of justice reform. Gogu said the process will assess procedural safeguards and standards developed through case law.
The proposed changes cover security measures, the rights of parties during investigations and trials, evidence and its administration, preliminary hearings, the presumption of innocence, public access to hearings and personal data protection. Gogu said the country now has sufficient constitutional case law and a unifying decision from the Supreme Court to support the review.
The September 30 meeting will bring together justice institution leaders, court representatives, prosecutors, lawyers, civil society, media and international partners. Gogu said the process aims to strengthen the rule of law while also reinforcing individual procedural safeguards. The review will seek to reflect Council of Europe recommendations and established case law in a clearer procedural framework.
