TIRANA, August 11 – Justice Minister Toni Gogu has highlighted the balance between judicial independence and executive responsibility. He said the minister must not interfere in specific court cases. “Where judges and prosecutors act, the executive stays silent,” Gogu wrote in the first of 3 notes he plans to publish this summer.
Gogu said the Ministry of Justice should not judge individual cases. It should not influence judges or prosecutors. Instead, the ministry should create conditions for an effective justice system. Citizens should understand how the system works and assess its performance.
The minister said judicial independence and the public’s right to understand justice can coexist. He stressed the importance of transparency and clear explanations of judicial decisions. An unexplained ruling, he said, can create room for misinterpretation and weaken public trust.
Meanwhile, Gogu said the justice reform should not rely only on the number of laws, institutions or cases handled. He said the system should also serve citizens effectively. Key measures include waiting times, access to justice and the ability to understand state decisions. “Justice is not certified by one ruling. It proves itself every day,” Gogu concluded.
