Association without executive powers, says US analyst Daniel Serwer

Kosovo and Serbia are expected to launch the final phase of the dialogue on normalisation of relations between the two countries. During the final phase of the dialogue Pristina is hoping to get a modality for establishment of its army, whereas Belgrade wants the Association of Serb-majority Municipalities to have executive powers in some areas.
