Chamber of Commerce: Strategic Foreign Investments Increase the Value of Albanian Tourism

The Tirana Chamber of Commerce and Industry says large foreign investments are essential for strengthening high-quality tourism in Albania.

According to the Chamber, Albania has seen steady growth in visitor numbers in recent years. However, the main challenge remains increasing tourist spending and the overall value generated by each visitor.

Furthermore, official statistics show that Albania welcomed around 12.5 million foreign visitors in 2025. This represented a 7% increase from the previous year and an 82% rise compared with 2019.

However, the Chamber noted that average tourist spending remains lower than in several developed regional destinations. It argued that reliance on seasonal tourism and low-cost accommodation limits revenue growth and long-term investment.

In addition, the Chamber described the planned €4 billion investment in Sazan Island and Zvërnec as a strategic project for high-value tourism development.

According to its assessment, the investment led by Affinity Partners is expected to create around 1,000 jobs in the Sazan component and thousands more during the full implementation of the project.

Moreover, the Chamber stressed that investments of this scale do more than create jobs. They also strengthen Albania’s image as an attractive destination for international investors and encourage further foreign capital inflows.

Finally, the organization emphasized that strategic investments deliver the best results when combined with strong environmental and institutional standards. Therefore, it called on public institutions, businesses and local communities to view such projects as an opportunity for long-term economic growth and greater value creation within Albania.
