Chief Prosecutor Olsian Çela Before the Parliamentary Committee on Legal Affairs: Criminal Proceedings Increase, 76% Related to Crimes

Albania’s Prosecutor General, Olsian Çela, reported to the Parliamentary Committee on Legal Affairs on Monday regarding the institution’s annual activity and the state of crime in 2025.

During his presentation, Çela provided data showing an increase in workload and in the number of cases handled by the general jurisdiction prosecution offices.

In his remarks, Çela praised the commitment of prosecutors and inter-institutional cooperation in the fight against crime, emphasizing that the results achieved are the product of professionalism and coordination among law enforcement institutions.

The Prosecutor General stated that during the past year, the prosecution service handled a total of 66,397 case files under review, marking an 8.55% increase compared to 2024. He also explained that prosecutors pursued 50,121 criminal proceedings, representing a 5.35% increase from the previous year. Of these, 27,077 were newly registered criminal proceedings, an 8.5% rise compared to 2024.

“Of the proceedings handled, 22,860 were cases carried over from previous periods, reflecting a 1.87% increase, while 184 criminal proceedings were reopened during 2025,” Çela said.

The report also included data on criminal referrals and complaints for which prosecutors decided not to initiate proceedings. According to the Prosecutor General, 16,276 such cases were recorded last year, marking a 20% increasecompared to 2024.

“The Tirana Prosecution Office recorded the highest number of proceedings, accounting for 36.62% of the total. It was followed by the Durrës Prosecution Office with 9.5%, while Shkodër, Korçë, Vlorë, and Fier each represented around 7% of registered proceedings. The lowest numbers were recorded in Kukës and Dibër, accounting for 2.45% and 2.38% of the total, respectively. The crime rate coefficient for registered proceedings per 100,000 inhabitants in 2025 was 1,145, compared to 1,037 in 2024,” Çela stated.
