TIRANA, July 24 – Acting President of Kosova Albulena Haxhiu has decided that the constitutive session of the new parliament elected after the June elections will take place on August 6 at 10:00.
Haxhiu said parliamentary parties have a political and institutional obligation to continue dialogue until then. She said dialogue should not be seen as a sign of weakness, but as evidence of democratic responsibility.
The constitutional deadline for holding the constitutive session was August 7. According to decisions of the Constitutional Court of Kosova, the 60-day period for electing a new president begins on the day of the session.
The deadline comes after parties failed to reach an agreement on forming institutions. As a result, Kosova held early parliamentary elections in June, the third such elections within a year and a half.
Meanwhile, talks between the winning Self-Determination Movement and the Democratic League of Kosova over a possible institutional agreement remain suspended.
Democratic League of Kosova leader Lumir Abdixhiku suspended discussions with acting Prime Minister Albin Kurti on July 15. He cited an internal initiative seeking his removal as party leader.
Certified results gave the Self-Determination Movement 53 seats, the Democratic Party of Kosova 22 seats, the Democratic League of Kosova 18 seats and the Alliance 7 seats in the 120-seat parliament.
The parliament and the new government require 61 votes. The president requires broader political support, with 80 lawmakers needed in the first 2 voting rounds.
If lawmakers fail to elect a president within 60 days, the parliament will dissolve and Kosova will hold new elections.
