Council of Europe Report: Albania Among Countries with Highest Pre-Trial Detention Rates

Council of Europe reports that Albania is among European countries with the highest incarceration and pre-trial detention rates.

The findings come from the annual SPACE I report for 2025. The data shows 192 prisoners per 100,000 inhabitants in Albania. At the same time, prison occupancy remains relatively low. Albania records 79 prisoners per 100 available places.

In addition, the report highlights that women make up only 1.6% of the prison population. This is among the lowest rates in Europe. Foreign nationals account for 3.4% of prisoners in Albania. This is also one of the lowest figures in the region.

However, pre-trial detention is very high. According to the report, 62% of prisoners in Albania are in pre-trial detention. As a result, Albania ranks seventh in Europe for incarceration rates. It also ranks first for the share of pre-trial detainees.

Overall, the report shows a mixed picture. It highlights low overcrowding but very high use of pre-trial detention.
