Discussions in the parliamentary committees on the Socialists’ draft for territorial reform will last two weeks. According to the calendar expected to be approved tomorrow at the Conference of Chairpersons, the vote in the plenary session is scheduled to take place on October 8.
The Socialists’ draft to divide the country into 46 municipalities, instead of the current 61, will be voted on in Parliament on October 8.
The parliamentary procedure stipulates that the timetable for reviewing the draft in the Committee on Legal Affairs will first be approved on Monday at the Conference of Chairpersons and will then be discussed in the committee.
The entire process will be completed within two weeks. On September 23, the draft will be presented in principle. Then, on September 28, hearings will be held over the course of one day with the Council of Ministers, the National Association of Municipalities of Albania, the Association of Local Elected Officials, and local government experts.
On October 2, the Committee on Legal Affairs will present the findings of the public consultation conducted by the Special Committee on Administrative-Territorial Reform. On October 5, the draft will be reviewed article by article and as a whole by the committee, paving the way for it to move to the plenary session on October 8, where the Socialist majority will need 84 votes for its approval.
The Socialist Party’s proposal reduces the number of municipalities from the current 61 to 46 by merging Rrogozhinë, Dimal, Poliçan, Patos, Divjakë, Selenicë, Fushë-Arrëz, Klos, Maliq, Këlcyrë, Memaliaj, Libohovë, Cërrik, Belsh and Përrenjas.
