Deputy Interior Minister Xhemal Qefalia said 19 laws were approved from 2021 to 2025 during a hearing before the Committee on Civic Initiatives, Cooperation and Institutional Oversight. The laws cover the State Police, state border control, information processing, asset recovery, weapons, construction inspection, the Republican Guard, foreigners, asylum, citizenship, the address system, identity cards and prefectures.
Qefalia highlighted three draft laws linked to European integration and the government’s 2025-2029 programme. One concerns the trade and use of explosives and aims to align Albanian rules with European Union standards. Another proposes amendments to the weapons law. The government also plans a draft law in 2027 to ban the online dissemination of terrorist content.
Meanwhile, Qefalia said the remaining acts require inter-institutional coordination and alignment with existing legislation. He added that the Interior Ministry will continue to coordinate the process and accelerate procedures to meet the deadlines. According to the ministry’s calendar, most outstanding acts will be completed by the end of 2026, while some work will continue into the first quarter of 2027. Qefalia also said the legislation on immigration and entry and exit procedures is almost complete. Only two cases remain, and the ministry expects to close them by October.
