TIRANA, July 15 – Deputy Health and Social Protection Minister Denada Seferi presented a draft law to the parliamentary Committee on Human Rights and Public Information. The bill proposes amendments to the law governing the Civil Society Support Agency.
Seferi said the draft aims to strengthen the agency’s institutional role. It also seeks to improve governance and increase administrative efficiency. She described civil society as a key partner in shaping and implementing public policies. She added that the agency needs a clear legal framework that meets good governance standards.
Meanwhile, the deputy minister said the proposed amendments follow recommendations in the SIGMA 2025 report. The changes clarify institutional responsibilities and improve coordination. They also align staffing rules with civil service legislation. In addition, the bill defines personnel management responsibilities more clearly and strengthens the Supervisory Board’s role in decision-making, including grant approvals.
The draft also introduces a clear appeals procedure for grant decisions. Seferi said the measure complies with the Administrative Procedures Code. She stressed that the bill does not change the agency’s mission or core functions. Instead, it improves its organisation and decision-making procedures.
Finally, Seferi said the draft would not create additional costs for the state budget. She added that the changes would increase transparency and improve support for civil society organisations.
