The Parliamentary Group of the Democratic Party officially submitted this Friday a draft law on the administrative-territorial division of local government units in Albania. The DP Parliamentary Group has proposed that the country have 100 municipalities and 12 counties.
The DP Parliamentary Group’s proposal is accompanied by a detailed 168-page explanatory report, which analyzes all the legal criteria for the administrative-territorial division.
The Democratic Party Parliamentary Group does not consider the Administrative-Territorial Reform to be a battle over the number of municipalities.
“The fundamental issue is the model of local government that Albania wants to build. We are not proposing more municipalities in order to create more positions. We are proposing functional municipalities where they are needed in order to create: greater proximity, more democracy, greater accountability, more services, greater autonomy and more development.
We are not proposing the 12 counties in order to create another level of bureaucracy. We are proposing structures that will create: development, coordination, investment and new opportunities for the territory. Above all, we are not proposing a map that serves the administration of power. We are proposing a map that serves citizens, communities and territorial development.
Based on the technical analysis conducted by experts, the assessment of the experience of the 2014 Administrative-Territorial Reform, consultations with citizens, and the need for a new model of local governance, the Democratic Party Parliamentary Group proposes: 100 MUNICIPALITIES + 12 COUNTIES, supported by: Real Decentralization; Financial Autonomy; Clear Competences; Responsibility and Accountability; Local Democracy; and Balanced Territorial Development,” the draft law states.
