Draft bill on Chamber of Commerce: Businesses to become automatic members, with fees up to ALL 70,000

TIRANA, August 19 – A draft bill on the Chamber of Commerce proposes replacing the current Chamber of Commerce and Industry with a new National Economic Chamber. The Ministry of Economy and Innovation has opened the draft for public consultation. The proposal aims to establish a new model for business representation.

Under the draft, active businesses registered in the Trade Register would automatically become members when the law enters into force. The same would apply to businesses registered or reactivated later. Exceptions would apply to entities required by law to join professional chambers or organisations. Meanwhile, after a transitional period, members would pay an annual registration fee. The fee would be ALL 1,000 for businesses outside profit tax. Other businesses would pay according to their size, number of employees and turnover, with a maximum of ALL 70,000 per year.

The proposed model would organise representation mainly by sector rather than territory. It would create Sectoral Chambers. In addition, the National Economic Chamber would provide delegated public services alongside state institutions. These would include business verification, registration support, certificates of origin, ATA and TIR Carnets, and economic studies.

The chamber would also promote the Made in Albania brand, foreign trade and business internationalisation. It would organise fairs and training and develop mechanisms for arbitration and alternative dispute resolution. Its governing bodies would include the General Assembly, Board, President and Secretary General. The Assembly would have up to 121 members, while the Board would have 9 to 25 members. Their terms would last 3 years. The draft also provides for temporary state administration during the transition.
