Economy and Innovation Minister: New law aims to boost strategic investments in tourist ports

TIRANA, April 9 – Economy and Innovation Minister Delina Ibrahimaj presented a draft law to amend the framework on tourist ports. She said the initiative will simplify procedures for strategic investments in resorts, marinas, and tourist ports.

Ibrahimaj said Albania has recorded strong tourism growth. The country welcomed 6.4 million foreign visitors in 2019 and now counts over 12 million. Tourism generated 5.7 billion euros in revenue, employed over 270,000 people, and contributed 1.23 billion euros to the state budget.

She stressed the importance of maritime tourism and introduced a development plan based on regional and international models. The draft law, proposed by lawmaker Zamira Sina, aims to remove conflicts between strategic investment rules and concession procedures.

The proposal allows strategic investors to build and operate tourist ports directly. It removes the need for standard concession procedures in such cases. Ibrahimaj said this approach maintains transparency and speeds up project implementation.

She added that the reform will support investment, create jobs, and increase economic output. The government will define all conditions and criteria through decisions of the Council of Ministers.
