EU-Albania security partnership targets hybrid and cyber threats

TIRANA, August 11 – The European Union and Albania have deepened cooperation on security and defence through their Security and Defence Partnership. The partnership focuses on common challenges and threats.

The EU Delegation in Albania said today’s threats know no borders. It added that security and defence partnerships turn shared interests into concrete action. The EU-Albania partnership covers crisis management, hybrid and cyber threats, counter-terrorism and border management.

According to the EU, Security and Defence Partnerships provide non-binding bilateral political frameworks for cooperation with partner countries. They cover areas such as crisis management, cybersecurity, maritime security, counter-terrorism and critical infrastructure resilience. The partnerships also strengthen coordination on defence initiatives, support joint activities and allow partner countries to participate in EU Common Security and Defence Policy missions and operations.

Another focus involves emerging threats, including hybrid attacks, disinformation and cyber threats. The partnerships also support efforts to mediate and prevent conflicts.

The EU said countries with a Security and Defence Partnership may access joint defence procurement through the SAFE instrument, or Security Action for Europe. Their entities may also receive EU funding after the approval of additional agreements.

Albania is among the partner countries that have established this type of relationship with the EU. The two sides signed their Security and Defence Partnership on 18 December 2024.

The EU said these partnerships strengthen international cooperation and the ability to respond to new security challenges. It described long-term stability as the result of lasting and reliable partnerships.
