TIRANA, August 5 – The European Union will provide €100 million to Albania under a broad cooperation programme for 2025-2027, according to details published in the Official Journal. The funding will support critical raw materials, environmental protection and democratic reforms.
Meanwhile, the programme places strong emphasis on developing Albania’s critical raw materials sector. The plan includes an open-access research centre, standardised geological data and technological innovation in mining. It also promotes the reuse of mining waste. The document says the initiative will strengthen European supply chains while supporting the climate goals of both Albania and the European Union.
In addition, the programme follows the EU’s “Do No Significant Harm” principle. It requires strict environmental safeguards throughout mining, processing and recycling activities.
The package also supports democratic institutions, human rights and gender equality. It aims to strengthen public finance transparency, improve access to justice and support media freedom through the Audiovisual Media Authority (AMA). Moreover, the programme promotes gender-responsive budgeting and encourages greater participation of women in sectors such as mining.
The programme will run for up to 72 months. The European Union will distribute the €100 million in annual allocations between 2025 and 2027. Finally, the package maintains support for Albania’s justice reform. The Austrian Development Agency (ADA) will continue to monitor the international vetting process, while the European Union will oversee implementation through external audits and performance evaluations.
