TIRANA, July 24 – Albania improved several public debt risk indicators during the first half of 2026 through active debt management and prudent fiscal policy, Finance Minister Petrit Malaj said.
Malaj said the share of short-term debt declined during the period, reducing refinancing needs. He added that the average maturity of domestic debt increased, helping spread financial obligations over a longer period and lowering exposure to market fluctuations.
Meanwhile, the share of debt maturing within one year also fell, strengthening the sustainability of public finances and reducing refinancing risk.
Finance Ministry data show that public debt as a share of gross domestic product has declined steadily in recent years. The ratio fell from 73.9% in 2021 to 64.1% in 2022, 57.6% in 2023, 54.2% in 2024 and 52.9% in 2025.
At the end of the second quarter of 2026, the debt-to-GDP ratio stood at 49%. The ministry forecasts the ratio at 52.8% by year-end.
In addition, the average debt maturity increased from 2.2 years in 2021 to 3.3 years in June 2026. Malaj also said foreign currency debt remained within the limits set by the Medium-Term Debt Management Strategy, helping contain exchange-rate risk.
