Foreign Minister calls for global diaspora “atlas” to map Albanian networks

TIRANA, April 15 – Foreign Minister Ferit Hoxha called for a structured mapping of Albania’s global diaspora network. He spoke during a panel at the fourth Diaspora Summit in Tirana focused on coordination and communication.

A proposed “atlas” would document Albanian diaspora activity across major host countries. These include the United States, Canada, Sweden, Spain, and Switzerland. Embassies would support the collection and organization of data.

The initiative aims to replace fragmented information with a unified overview. Hoxha said current diaspora associations operate widely but remain poorly connected. He said the lack of coordination limits joint action and visibility.

Institutional planning also forms part of the new diaspora strategy under development. Hoxha invited diaspora communities to contribute directly to its design. He said participation would ensure broader ownership of policy outcomes.

Structural changes in governance followed as a key point in his remarks. The integration of diaspora affairs into the Ministry for Europe and Foreign Affairs reflects coordination needs, he said. He added that the move strengthens foreign policy alignment rather than reducing focus on diaspora issues.

A broader framing concluded his intervention. Hoxha described Albanians abroad as “Albania beyond borders.” He said their expertise and talent represent a strategic national asset.

Policy priorities now focus on coordination and measurable impact. He reaffirmed Albania’s commitment to European Union integration. He said diaspora engagement remains central to achieving European standards.
