The government has approved a new set of procedures for financing artistic and cultural projects in Albania. The decision replaces the 2022 regulation and aims to improve transparency, efficiency, and quality in state support for the arts.
The Ministry of Tourism, Culture and Sport will manage the new system. Under the new rules, public funding will not be unconditional.
Every project must meet specific criteria that contribute to cultural and artistic development.
Projects must promote art and culture, encourage creativity and innovation, support cultural activities nationally and internationally, and help preserve Albania’s cultural heritage.
Funding will only cover costs directly related to the creation and production of artistic works, ensuring efficient use of public money.
The system introduces a two-track mechanism for allocating funds through a special ministerial collegium.
For major exclusive projects, the ministry will launch a formal expression of interest.
The collegium will evaluate proposals based on artistic quality and financial cost.
If approved, the minister will sign contracts within 10 days and payments will be processed through the treasury. For competitive cultural services, invitations must be sent to at least three competing entities.
Applicants will have 7 days to submit proposals, and the collegium will evaluate and select winners within 3 days. For international projects, funding decisions will involve broader public calls and expert jury evaluation.
The jury will include at least three national or international experts in the field. The system also provides a framework for independent artists and creative professionals.
Selection of key artistic roles such as curators or artistic directors will be based on public calls and negotiations. Evaluation will consider portfolios, artistic relevance, and experience in similar projects.
Finally, the decision establishes a monitoring body to oversee project implementation. Special representatives appointed by the minister will supervise contract execution on the ground.
