Government submits 86-page report to Parliament on EU accession negotiations

The Council of Ministers of Albania has submitted to the Parliament of Albania a report on Albania’s EU accession process covering the year 2025 and the first four months of 2026.

The 86-page report provides a detailed overview of the country’s current position in negotiating chapters and outlines the objective of meeting the closing benchmarks for 10 chapters within 2026–2027.

“During the period October 2024 – November 2025, in the Intermediate Phase (between the opening and closing of negotiations), namely the phase of fulfilling the ‘Interim Benchmarks’ in the ‘Fundamentals’ (specifically 24 conditions in Chapter 23 ‘Judiciary and Fundamental Rights’ and Chapter 24 ‘Justice, Freedom and Security’), work was carried out throughout 2025 and finalized by Albania in January 2026, moving towards the closing phase of negotiations.

During 2025, efforts focused on technically advancing all measures required for the closing benchmarks of the negotiations set by the European Union, at least for the first three chapters (30, 26, 25). By March, progress had also been achieved for at least seven additional chapters.

Information on the country’s gradual progress across all areas has been systematically submitted (every three months) to the Parliament of the Republic of Albania by the Minister of State and Chief Negotiator on behalf of the Negotiating Group of the Republic of Albania,” the report states.
