Ibrahimaj: No Official Investment Project Submitted for Zvërnec Yet

Minister of Economy and Innovation Delina Ibrahimaj stated that no official investment project for the development of the Zvërnec area has been submitted to the government. She clarified that authorities have granted only a permit for environmental studies and assessments.

Speaking in a media interview, Ibrahimaj called for a fact-based discussion on the issue and stressed that no strategic investment proposal is currently under government review.

“There is no strategic investment project and no project submitted to the government for consideration. A permit has only been issued to carry out environmental analyses,” she said.

The minister noted that a potential project does exist. However, the National Territorial Council previously rejected it. Despite this, she described it as a major investment opportunity valued at approximately $4.5 billion, or around €4 billion.

Ibrahimaj highlighted the significant economic impact such an investment could generate. According to data from Albania’s tourism sector, every investment in tourism has historically produced a multiplier effect of between 1.8 and 2 times its original value.

She explained that tourism investments create benefits far beyond the sector itself. They stimulate economic activity across supply chains, increase added value, support employment, and strengthen the country’s international image.

The minister also emphasized that the proposed development could attract some of the world’s most recognized tourism and hospitality brands, many of which operate in only a limited number of destinations globally.

At the same time, Ibrahimaj clarified that the project has not followed the formal strategic investment procedure. Nevertheless, she described it as a potentially transformative initiative for Albania’s tourism industry.

According to the minister, if realized, the development could become one of the most significant tourism projects the country has seen to date, bringing substantial economic opportunities and international visibility.
