Jaupaj: Albania Launches 10-Year Plan for Climate and Air Quality

Sofjan Jaupaj presented a national climate plan for 2026–2036 in Tirana on Wednesday.

He said the plan includes 66 priority measures. It targets climate impacts such as fires, floods, and droughts.

Jaupaj explained that the measures fall into soft interventions, green actions, and infrastructure investments. He added that the total cost reaches around 9.8 billion dollars.

Meanwhile, he said the state is increasing environmental funding. However, he stressed that it is still not enough.

Therefore, Albania has presented the plan to the European Commission and international partners. The goal is to secure grants and loans for sustainable financing.

In addition, Jaupaj announced a major reform of the hydrometeorological system. He said many weather and water monitoring stations have degraded due to lack of investment.

He confirmed cooperation with MeteoSwiss to modernize the system. The project will expand monitoring stations and improve weather and risk forecasting.

He stated that the system should reach EU standards by 2027–2028.

Furthermore, Jaupaj highlighted air quality as a major challenge in EU negotiations. He pointed to Tirana, Elbasan, Durrës, and Korçë as the most affected cities.

He said the ministry has opened a public consultation on a new air quality package. It includes a 10-year national strategy, an action plan, and a new draft law aligned with EU directives.

Moreover, he said Albania has started cooperation with the World Bank to fund a national air quality monitoring system.

The project will build a national monitoring center and install new measurement stations following European standards.

Finally, Jaupaj said Albania aims to have a fully functional air quality monitoring system by 2028 in line with European Union requirements.
