Judicial reform enters phase of consolidation of European standards

TIRANA, May 8 – Minister of Justice Toni Gogu reported today to the National Council for European Integration on progress in Chapter 23 “Judiciary and Fundamental Rights”. He said judicial reform is entering a consolidation phase of European standards. He also said Albania fulfilled 14 interim benchmarks during 2025–February 2026. In addition, he said institutions addressed 64 “critical gaps” with the European Commission and 72 Albanian institutions.

He highlighted concrete results for citizens. He referred to a reduction in court case backlog. He noted a 60% reduction at the Supreme Court compared with 2020. He also pointed to expanded free legal aid. He mentioned digitalisation of the justice system through the JURONIX platform.

According to the data, 5,863 citizens received primary legal aid in 2025, meanwhile, 924 citizens received secondary legal aid nationwide.

Gogu said Europe measures progress through citizen trust in justice. He said Albania continues work on alignment of the Criminal Code, the Criminal Procedure Code, and fundamental rights legislation with the EU acquis. He added that the vetting process moves toward its final phase within the constitutional mandate. The National Council for European Integration held the meeting within Europe Day activities.
