Justice reform enters consolidation phase as European Commission highlights vetting progress

TIRANA, July 22 – Minister of Justice Toni Gogu said the latest European Commission Rule of Law Report recognizes Albania’s progress in consolidating justice reform, highlighting the completion of the vetting process, the reduction of pending cases at the High Court and the start of justice system digitalization.

Speaking at a press conference, Gogu said the report represents an important assessment by European partners. He noted that the European Commission uses the same methodology to evaluate EU member states and Western Balkan countries included in the process.

According to the minister, the report’s main message is that Albania’s justice reform has entered a consolidation phase. He described the completion of the vetting process as a historic step that strengthens the independence and integrity of the judicial system.

Meanwhile, Gogu highlighted the High Court’s efforts to reduce its backlog, saying the 60% decrease in pending cases represents significant progress. He added that similar improvements should continue across other levels of the judiciary.

The minister also pointed to the digitalization of the justice system, which he said would improve transparency, efficiency and access for citizens.

However, Gogu acknowledged remaining challenges, including delays in evaluation procedures, unfilled vacancies in the justice system, the need to strengthen the fight against corruption and efforts to further increase public trust in justice institutions.
