The two floating thermal power plants will receive licenses, Minister of Infrastructure and Energy Enea Karakaçi said today.
Karakaçi explained that the Energy Regulatory Entity (ERE) postponed its licensing decision because the authorities still need to complete several documents.
Speaking to reporters after the government meeting, the minister addressed the licensing process and the new €20 million contract for the plants’ maintenance over the next two years.
“ERE has not rejected their licensing. It postponed the decision to allow the completion of several documents. One of them concerns the transfer of ownership of these assets, which were previously leased,” Karakaçi said.
He explained that the previous license covered a two-year period, matching the duration of the lease agreement.
Meanwhile, the minister said the state-owned electricity company KESH will take ownership of the energy facilities. Authorities will then relicense the plants under a long-term license.
Karakaçi stressed that the two floating power plants remain operational. Together, they have an installed capacity of around 100 megawatts.
“These energy facilities are operating. They provide 100 megawatts of installed capacity and serve several important purposes,” the minister said.
First, the plants provide tertiary reserve capacity. This allows the Transmission System Operator (OST) to access additional electricity when needed, supporting the country’s energy security.
Therefore, Karakaçi said the assets will remain part of Albania’s energy system. The relicensing process will allow them to continue operating under a long-term license.
