Mazniku: Municipalities Must Deliver Better Services

Arbjan Mazniku spoke at a public hearing on territorial reform in Fier. He said municipalities still face major challenges in efficiency and service delivery.

Mazniku stressed that local governments must provide equal and quality services for all citizens.

“The main challenge remains the efficiency of municipal functions and the real ability of municipalities to offer quality and sustainable services,” he said.

He questioned whether municipalities have enough financial resources to meet citizens’ needs.

Mazniku also highlighted the need for balanced development between urban and rural areas. He said demographic changes and migration from villages to cities require a new approach to strengthening local government.

He linked the reform to European Union integration. According to him, much of EU legislation will apply at the local level if Albania joins the bloc by 2029.

Mazniku said municipalities must prepare to absorb European funds and manage social cohesion and development programs.

He added that Albania needs a new reform model. The process should address municipal powers, financing, and territorial organization.

“The challenge is to find a balance between efficiency and closeness to citizens,” Mazniku said.

He also stressed the importance of creating economies of scale while preserving local identities.

Mazniku welcomed the participation of all political sides in the hearings. He described the process as important for the future of local governance in Albania.
