TIRANA, July 31 – Deputy chair of the Special Commission for Administrative-Territorial Reform, Arbjan Mazniku, said the proposed territorial division aims to consolidate municipalities and improve public services. He added that the reform will preserve the standards achieved through the current system.
Presenting the main elements of the draft reform, Mazniku said the European Union report highlights the need to maintain service quality and delivery time. He stressed that the new reform will not affect these standards.
Meanwhile, Mazniku said lawmakers presented the reform initiative and the consultation process helped improve the draft. He added that some municipalities needed consolidation and that discussions with stakeholders produced a stronger proposal.
According to Mazniku, the reform does not seek to solve all of Albania’s problems. Instead, it aims to create a more efficient local government structure. He said the changes will improve investment planning, road maintenance, infrastructure and other public services.
Mazniku also explained that regionalisation refers to organising functions and finances on a broader territorial scale. He said the approach focuses on improving coordination and efficiency within local governance.
