TIRANA, August 7 – New amendments to Albania’s Road Code entered into force today. The changes introduce stricter measures for traffic violations to improve road safety and reduce accidents. Drivers who repeatedly operate vehicles while under the influence of alcohol will permanently lose their driving licence.
The new rules also affect unlicensed drivers and minors. Adults who drive without a licence will face fines and will not be allowed to obtain a driving licence under the new legal provisions. Minors caught driving vehicles can enrol in driving school only after turning 20. Meanwhile, young drivers cannot exceed 90 km/h on highways. Authorities will fine violators from ALL 5,000 to ALL 15,000, suspend their licence for one month and remove points.
The revised Road Code also removes the option to replace licence suspension with payment by doubling the fine. It introduces higher penalties for speeding in residential areas and near schools, as well as for dangerous races and road manoeuvres. These violations carry fines ranging from ALL 20,000 to ALL 60,000. Drivers who use mobile phones while driving twice within one year will face a three-month licence suspension.
The amendments also introduce new restrictions for light vehicle users. From today, cyclists, motorcycle users up to 50 cubic centimetres and electric scooter users cannot use mobile phones while driving.
