Parliamentary Committee approves ratification of Organisation for Economic Co-operation and Development multilateral convention on tax rules

TIRANA, April 15 – Albania’s Parliamentary Committee on Legal Affairs and Public Administration approved on Wednesday a draft law ratifying the Multilateral Convention on facilitating the implementation of Pillar Two tax rules developed by the Organisation for Economic Co-operation and Development (OECD).

The committee examined the draft in its advisory role. Deputy Minister of Finance Andi Memeti attended the session and presented the government’s position. He referred to the agreement developed by the Organisation for Economic Co-operation and Development (OECD) and signed in Paris in September 2025.

Memeti said the draft law strengthens Albania’s fiscal system. He also said it supports the country’s role as a responsible participant in international taxation. In addition, he explained that the convention helps align global tax rules across jurisdictions.

He noted that the agreement allows countries to modify multiple existing tax treaties at the same time. As a result, governments can avoid lengthy bilateral renegotiations. He added that this mechanism enables faster and more coordinated implementation of new tax standards.

Committee rapporteur Ani Dyrmishi assessed the draft law for constitutional compliance. He also confirmed its alignment with Albania’s legal framework on international agreements.

Following the discussion, the committee approved the draft law in principle, article by article, and in its entirety.
