Parliamentary committee on Europe approves three draft laws on agriculture, energy and public administration

TIRANA, June 29 – The parliamentary committee on Europe and Foreign Affairs approved three draft laws covering agriculture, energy and public administration reform during its latest meeting.

Deputy Minister of Agriculture and Rural Development Fatmir Guri presented a draft law on commercial certificates for agricultural products. He said the measure will improve access to finance by enabling faster and more secure payments for future and stored agricultural products. In addition, he said the bill introduces a collateral system based on agricultural products and establishes electronic procedures for issuing, registering and cancelling the certificates. The committee approved the draft law in principle, article by article and in its entirety.

The committee also approved a draft law ratifying a guarantee agreement between Albania and the European Bank for Reconstruction and Development (EBRD) and the Republic of Albania for a loan to OSHEE Group, Albania’s state electricity distribution company, to finance the Tirana substation project. Deputy Minister of Infrastructure and Energy Enkelejda Muçaj said the project will strengthen electricity supply in Tirana through a new 110/20 kV substation.

Finally, Minister of State for Public Administration and Anti-Corruption Adea Pirdeni presented a draft law on public administration reform. She said the bill supports alignment with European Union (EU) standards and reflects two years of work with central institutions, independent bodies, the European Commission and the Support for Improvement in Governance and Management (SIGMA) programme. The committee approved the proposal in full.
