TIRANA, July 3 – Prime Minister Edi Rama said Albania is developing the world’s first artificial intelligence model for public procurement, describing the project as a major step toward improving the management of public funds and eliminating problems linked to tenders and contracts.
Speaking during Public Administration Week, Rama said Albania is developing the model with leading global technology partners. He added that, if successful, authorities will begin testing in mid-2027 before launching the system in 2028.
According to the prime minister, the platform will automate procurement procedures and eliminate irregularities in public tenders and contracts.
Meanwhile, Rama announced the completion of the full digitalization of the Cadastre’s records, maps, and documentation. He said the European Union supported the project, which met the deadline set under the Growth Plan. Authorities will now build the system that will deliver all Cadastre services online.
In addition, Rama said digital transformation has fundamentally changed relations between citizens and the state. He noted that online services have eliminated queues for official documents and now allow most public services to be accessed by mobile phone, including for Albanians living abroad.
Finally, Rama said Albania aims to build a public administration that meets European Union standards. He stressed that lasting progress depends on efficient institutions and digital systems rather than on individuals or political change.
