TIRANA, July 1 – Prime Minister Edi Rama said Albania aims to introduce an artificial intelligence-based public procurement system to improve transparency and reduce corruption, while highlighting the country’s broader digital transformation.
Speaking at the Ruhr Summit on innovation and entrepreneurship, Rama said Albania now provides more than 1,000 fully digital public services, covering about 95% of all government services. He said the reform has reduced bureaucracy, limited opportunities for corruption and removed the need for citizens to visit public offices.
Addressing artificial intelligence, the Albanian premier highlighted the government’s “Diella” AI assistant and the “govAI” project, which supports public administration. He added that authorities are developing an AI system for public procurement and joked that Albania could eventually sell the solution to Germany.
At the same time, Rama stressed that artificial intelligence cannot replace political responsibility. He said democracy, accountability and judgment must remain in human hands.
Turning to European Union integration, the prime minister said Albania is cooperating with OpenAI to use artificial intelligence for translating, analysing and aligning national legislation with the European Union acquis.
Closing his remarks, Rama warned that social media algorithms pose growing challenges to democracy. While the internet expanded access to information and social media amplified public voices, he said algorithms have emerged as a new political actor.
