TIRANA, September 2 – Prime Minister Edi Rama said inspections must pass the “Besa” test and that authorities should no longer conduct checks without prior notice.
Speaking at an extended meeting with inspectors, attended by Economy and Innovation Minister Delina Ibrahimaj and General Inspector Dashnor Sula, Rama called for a new approach based on transparency, fairness and support for businesses.
In a video message, he said inspections should help businesses improve compliance with the law and meet shared standards rather than focus on finding violations. Instead, inspectors should approach businesses as state representatives who notify, supervise and help them correct problems.
At the same time, Rama said fines should remain a last resort rather than the first response. He warned inspectors against using fines as a means of pressure and said businesses should report any unannounced routine inspection directly to the General Inspector.
Meanwhile, Rama said every inspector visiting a taxpayer will soon wear a uniform and use a smart body camera. Businesses will be able to identify the inspector and the institution they represent, while the General Inspectorate will monitor inspectors throughout their work.
