PM Rama urges diaspora investment through “mountains package”, says Albania offers real profit opportunities

TIRANA, April 14 – Prime Minister Edi Rama called on the Albanian diaspora to invest in their homeland during the Fourth Diaspora Summit in Tirana. He introduced the “Mountains Package” as a policy tool for rural development and investment.

At the opening of his address, he described the initiative as both economic and symbolic. It targeted mountainous areas that had remained outside development for decades. Therefore, he said state support increased potential returns for investors.

In addition, he argued that monthly income could exceed earnings abroad under certain conditions. He linked this claim to rising tourism flows. As a result, he said Albania now offered wider investment space.

Meanwhile, he presented the country as a growing opportunity hub. He tied this to millions of annual visitors. Consequently, he said tourism expansion supported rural and agritourism projects.

At the same time, he described the diaspora as a strategic national resource. He said global Albanian networks improved access to international markets. They also strengthened knowledge transfer and investment capacity.

Furthermore, he noted that many emigrants held inherited land or abandoned properties. He said these assets could enter productive use. In this context, he urged investment in tourism development.

In parallel, he highlighted dual momentum. International confidence in Albania had increased. Diaspora engagement had also strengthened. Therefore, he said development conditions had improved.

Finally, he said the summit reinforced ties between Albanians inside and outside the country. He described this relationship as central to long-term economic growth.
