President Begaj approves penal amnesty law, 380 inmates to gain immediate release

TIRANA, June 30 – President Bajram Begaj signed into law the Penal Amnesty Law, approving legislation previously passed by Parliament.

The law provides immediate release for 380 inmates. It also reduces the remaining sentences of about 900 other prisoners.

Under the law, all men sentenced to up to 3 years in prison, or with less than 3 years left to serve, qualify for immediate release. Meanwhile, all women sentenced to up to 4 years, or with less than 4 years remaining, also qualify.

In addition, the law covers several special categories. Men aged 60 or older and women aged 50 or older qualify for immediate release under the legal conditions. It also grants immediate release to anyone who was under 18 when they committed the offence.

However, the law excludes people convicted of corruption or organized crime. It also excludes cases handled by the Special Anti-Corruption and Organized Crime Structure and the Special Court Against Corruption and Organized Crime, which do not qualify for amnesty under the legislation.

Meanwhile, President Begaj also signed Law No. 59/2026 on the Electricity Sector, which regulates the operation of Albania’s electricity sector.

He also approved Law No. 60/2026 on Electronic Freight Transport Information. The legislation regulates the exchange and management of electronic data in freight transport.
