Public administration reform aims to streamline state institutions in European Union alignment process

TIRANA, June 29 – The Committee on Europe and Foreign Affairs reviewed a draft law on amendments to Law No. 90/2012 on the organisation and functioning of the state administration.

Meanwhile, Minister of State for Public Administration and Anti-Corruption Adea Pirdeni said the bill forms a key pillar of public administration reform and alignment with European Union standards, alongside the civil service framework. She said the draft follows a two-year process involving central institutions and independent bodies. In addition, she said the work included coordination with the European Commission and SIGMA and broad consultations with experts and stakeholders. At the same time, she said the timing aligns with a decisive phase in Albania’s European Union integration process and supports preparations for closing accession negotiations. She noted the 8th Intergovernmental Conference approved European Union interim benchmarks, which include adoption and implementation of the law. Furthermore, she cited OECD/SIGMA assessments, saying Albania ranks as a regional leader in governance, including public finance management, policy coordination, human resources and digital governance.

Finally, Pirdeni said the reform modernises state administration and strengthens accountability and efficiency. She said the bill groups non-ministerial institutions into subordinate bodies and autonomous agencies to clarify roles and ensure coherent governance. She added that it strengthens performance monitoring, limits unnecessary institutional creation, and reinforces managerial responsibility within ministries.
