Prime Minister Edi Rama announced that Albania is developing an artificial intelligence-powered Digital Mirror designed to identify manipulation in real time.
Speaking at the United Nations General Assembly in New York, Rama said the Digital Mirror will not act as an arbiter of opinion. Instead, it will serve as a transparency infrastructure.
According to Rama, the system will compare claims with authorized information, detect coordinated networks, and analyze not only what people see but also how and why content reaches them.
Furthermore, he stressed that the platform will not tell citizens what to think. Instead, it will support fact-based public debate by relying on verified data, credible sources, and open scrutiny.
Meanwhile, Rama said Albania does not seek to create a “ministry of truth.” Rather, the country aims to protect society from what he described as an industry of falsehoods.
He also warned that societies should not fear machines becoming more human-like. Instead, he said, they should worry about human beings becoming invisible behind machines.
In addition, Rama called for stronger safeguards against algorithmic manipulation. He argued that no citizen should face increasingly powerful algorithmic systems alone and that no small nation should have to rely on external actors to define its understanding of reality.
Moreover, he warned that democracies must ensure that citizens make choices freely rather than within environments secretly shaped by unseen forces.
Rama emphasized that artificial intelligence itself will not determine whether this century belongs to freedom or manipulation. Instead, he said, people will make that decision, while technology will follow the rules and purposes established by humans.
Finally, he said Albania has chosen acceleration rather than surrender, innovation rather than abdication, and growth rather than the weakening of human capabilities. He reaffirmed the country’s commitment to freedom of expression while rejecting what he described as the unchecked power of machines, money, and foreign actors to influence citizens without accountability.
Therefore, Rama concluded that societies must remain committed to truth and shared reality, arguing that without a common understanding of facts, democratic life and international cooperation cannot endure.
