Prime Minister Edi Rama presented a new reform called the “Merit Ladder,” which he said aims to ensure that the most qualified individuals are recruited and promoted within the public administration hierarchy.
Rama emphasized that the reform also includes the establishment, for the first time, of a ministry dedicated to public administration and good governance, which will be headed by Adea Pirdeni.
“We have reflected on how to be closer to the people by bringing public administration and the state closer to them, while also strengthening their sense that they are the very reason for the existence and functioning of public administration services.
Part of these changes, for which we have turned to artificial intelligence for assistance, but not only AI, is the Merit Ladder.
This is another reform that essentially addresses a very simple question: How can we make public administration a place where the most capable, best-prepared, most dedicated individuals, and those most eager to serve their country through the state, can not only enter but also advance through the administrative hierarchy once they are part of it?
This reform also includes the establishment of the Ministry of Public Administration, dedicated to public administration and good governance, including the organization of institutions, human capital management, and the responsibility of every individual within the administration toward citizens who come seeking assistance, who want their concerns to be heard, and who expect their problems not to get lost in an ocean of bureaucracy,” Rama said.
