The legal framework of the Kosovo Specialist Chambers allows detainees to request visits to Kosovo for compelling humanitarian reasons.
In a video statement released on Monday, the institution said that the regulations governing such visits were adopted by the judges in accordance with international human rights standards, including Article 5 of the European Convention on Human Rights and the United Nations Standard Minimum Rules for the Treatment of Prisoners.
“So far, the judges of the Specialist Chambers have authorized 14 such visits to Kosovo for detained persons, while their organization and management have been carried out by the court itself,” the statement said, as reported by KosovaPress.
These visits are permitted in exceptional humanitarian circumstances, such as visiting a seriously ill family member or attending funeral ceremonies and spending time with relatives following the death of a family member.
The Specialist Chambers also noted that former President Hashim Thaçi has been granted four such visits to Kosovo, all authorized by the judges on humanitarian grounds.
The clarification was provided by the Specialist Chambers regarding the procedures and legal basis that enable temporary visits by detainees to Kosovo.
