Terras: Kosovo’s Future Lies in the EU, but Membership Requires Reforms

European Parliament Rapporteur for Kosovo Riho Terras said Kosovo’s future belongs in the European Union. However, he stressed that the country must continue reforms to achieve membership.

“We are working in this direction,” Terras said after meetings with Kosovo’s political leaders in Pristina.

During his visit, Terras met with Acting President Albulena Haxhiu. She called for faster progress on Kosovo’s EU application. She said Kosovo wants a fair process based on merit.

Haxhiu stressed that Kosovo does not seek exceptions from EU criteria. Instead, she called for progress toward candidate status and accession talks.

Kosovo submitted its EU membership application in December 2022. However, the process has not yet reached the formal review stage. Kosovo remains the only country in the region without EU candidate status.

Terras and Haxhiu also discussed the EU-led dialogue between Kosovo and Serbia. They addressed accountability for the 2023 Banjska attack.

Kosovo has called the attack a terrorist act and blamed Serbia. Belgrade has denied involvement. Milan Radoičić has claimed responsibility for the incident.

Terras also met with Acting Foreign Minister Glauk Konjufca. They discussed Kosovo’s European path and cooperation with EU institutions.

Konjufca reaffirmed Kosovo’s commitment to reforms and closer ties with the European Union.

Terras’ visit followed the European Parliament’s annual resolution on Kosovo. He said reforms and progress in the Kosovo-Serbia dialogue remain essential for Kosovo’s EU future.
