The Special Commission on Administrative-Territorial Reform held its eleventh public hearing in Korça. The meeting gathered local stakeholders to discuss proposals for Albania’s new territorial reform.
Speaking at the hearing, Arbjan Mazniku said that ten years after the 2014 reform, it is time to evaluate its results and identify improvements. He stressed the need to strengthen local government and improve public services.
Furthermore, Mazniku noted that some municipalities still struggle to carry out all of their legal responsibilities. As a result, development levels vary significantly across different areas of the country.
He explained that some municipalities perform only a limited number of their budgetary functions, while others manage resources more effectively. Consequently, uneven territorial development remains a major challenge.
In addition, Mazniku highlighted the importance of the reform for Albania’s European integration process. He said stronger municipalities will be better prepared to design and implement projects that meet European Union standards.
Moreover, he emphasized that the period from 2027 to 2030 should help municipalities prepare to absorb European funds and investments. The goal is to create a more efficient local government system before the 2027 local elections.
Finally, Mazniku stated that the reform will have long-term effects on Albania’s development. Therefore, the country must build stronger municipalities that are ready to connect and integrate with Europe in the years ahead.
