UN Security Council to discuss key issues concerning Kosovo today: What does the new UN report say?

The United Nations Security Council will hold its next meeting on the situation in Kosovo today, with discussions expected to focus on political developments, the security situation, and the dialogue between Kosovo and Serbia.

The meeting is scheduled to begin at 3:00 p.m. New York time, corresponding to 9:00 p.m. Kosovo time.

The Special Representative of the UN Secretary-General and Head of UNMIK, Peter Due, is expected to present the Secretary-General’s latest report on Kosovo, covering the period from March 16 to September 15, 2026.

According to Security Council Report, the document assesses the overall security situation as stable, while noting that difficulties in the functioning of institutions persisted during the reporting period, alongside limited progress in implementing agreements reached through the European Union-facilitated dialogue.

Part of the discussions is expected to focus on political developments in Kosovo, including the formation of the government in September and the election of Justina Pula-Shiroka as president on October 7, with 81 votes.

The situation in northern Kosovo is also expected to be a key focus. The Secretary-General’s report describes conditions in this part of the country as calm but fragile due to disagreements between central and local authorities.

The document also addresses issues related to municipal powers, the demolition of buildings, property evictions, and actions taken by the Kosovo Police. These developments are examined in the context of relations between institutions and communities.

Another issue expected to be discussed is the Kosovo-Serbia dialogue and the implementation of existing agreements, including the 2023 Ohrid Agreement.

According to the report, no high-level meeting took place within the framework of the dialogue during the reporting period, although the EU Special Representative, Peter Sørensen, continued contacts with both sides.

The meeting may also address efforts to reintegrate Serbian judges and prosecutors into Kosovo’s judicial system, as well as accountability for the armed attack in Banjska in September 2023.

The report also highlights the issue of people missing from the Kosovo war. According to the figures included in the document, the fate of 1,579 people remained unknown as of September 15, 2026.

Different positions are also expected to emerge during the meeting regarding the future of UNMIK. The United States has previously called for the mission’s closure, while the United Kingdom has supported a strategic review of its role and responsibilities. Russia and China oppose reducing the mission’s presence.
