The Centralized Purchasing Operator (OBP) and UNOPS have signed a cooperation agreement in Tirana. The agreement is called “Procuring Together for a European Albania”. It aims to strengthen strategic purchasing. It also seeks to improve public procurement. OBP Administrator Jonaid Myzyri signed the agreement. Sabine Kania, Director of the UNOPS Office for Albania and Kosovo, also signed it.
Economy and Innovation Minister Delina Ibrahimaj attended the ceremony. UN Resident Coordinator Ingrid Macdonald also took part. Under the agreement, UNOPS will provide technical support for six months. The support will strengthen OBP’s institutional capacity. It will also improve its internal mechanisms. In addition, UNOPS will help align procurement practices with international standards. The partnership will also promote strategic purchasing. The partners want to expand the use of technology and innovative solutions. As a result, they aim to improve transparency and efficiency.
Speaking at the ceremony, Ibrahimaj highlighted the role of technology. She also stressed the importance of digitalization.
According to Ibrahimaj, technology can increase transparency. It can also help fight corruption.
“I strongly believe that technology and investment in technology are the only way to fight both bias and, potentially, corruption,” she said.
Meanwhile, Ibrahimaj highlighted the potential of artificial intelligence. She said AI can improve procurement processes. It can also automate many tasks. In addition, AI could help reduce costs. It could also improve the quality of public services. The minister praised Albania’s progress in public procurement. However, she said reforms must continue. These reforms should improve efficiency and transparency. They should also strengthen the overall procurement system. Furthermore, Ibrahimaj praised OBP staff. She highlighted their work in building and consolidating the institution.
The minister also stressed the value of international partnerships. She said cooperation with UNOPS can strengthen institutional capacity. It can also help improve public administration standards. Ibrahimaj said Albania aims to introduce AI into public procurement by autumn next year. She described the move as an important step. Macdonald also highlighted the importance of efficient procurement. She said strong systems can strengthen public institutions.
Moreover, effective procurement can ensure better use of public funds. It can help deliver better services to citizens.
“Through this partnership, UNOPS will provide international expertise to support the Centralized Purchasing Operator,” Macdonald said.
She added that the support will strengthen institutional capacity and improve performance. Meanwhile, Kania said the agreement creates a basis for better procurement processes. She highlighted the importance of transparency and efficiency. Myzyri said UNOPS support will bring international best practices into Albania’s procurement system. It will also strengthen integrity and accountability.
Finally, the project will run for six months. It will focus on staff capacity and internal mechanisms. As a result, the partners aim to improve public procurement. They also seek better quality, efficiency and accessibility in public services.
