2027 fiscal package raises dividend tax and cuts value-added tax on basic goods

Finance Minister Petrit Malaj presented the 2027 fiscal package at the Conference of Chairpersons. He said the proposed changes would have a neutral overall effect. The package aims to redistribute income and protect vulnerable groups and the middle class.

The plan rests on 3 principles: income redistribution, greater tax fairness and improved tax system efficiency. It proposes raising dividend tax from 8% to 15%. It would also revise progressive employment income tax rates to ease the burden on the middle class and increase progressivity for higher earners.

Other measures include lowering the value-added tax registration threshold from ALL 10 million to ALL 5 million. The standard rate would rise from 20% to 21%, while the reduced 6% rate would cover 54 basic-basket products. The package would also shift the circulation tax from fuel consumption to annual vehicle taxes. It would continue tobacco excise increases and align them with European Union directives.

Malaj said the measures aimed to limit tax avoidance and secure sustainable revenue for public policies and priority investments. He added that the 2027 budget would support pensioners, families, education, healthcare, farmers, public safety and local government services. He said the broader goal was to improve living standards and bring the country closer to European Union standards.
