Minister of Public Administration and Anti-Corruption Adea Pirdeni presented a reform of the public administration’s performance appraisal and career development system. She said the initiative aims to identify individual contributions, assess performance and link career advancement to merit.
Pirdeni referred to findings from the National Public Service Survey. She said employees had raised concerns that the current system often fails to distinguish excellent work from average performance. It also fails to identify employees’ potential in time. Meanwhile, some employees questioned how managers conduct performance assessments.
The minister said the reform would cover the entire career cycle of public administration employees. It aims to establish fairer, clearer and more measurable assessments. Pirdeni identified 2 main areas of reform: a structural component to define how and where the system measures merit, and an operational and digital component to provide tools for its practical implementation.
She described turning merit into a fair and measurable process as the reform’s main challenge.
