Albania plans to return to international financial markets in 2027 with the issuance of a new Eurobond. The planned amount is approximately €690 million, which would make it the largest borrowing of this kind ever undertaken by the country.
According to the draft 2027 budget, the Eurobond issuance will amount to 62.6 billion Albanian lek, marking Albania’s eighth entry into international financial markets since 2010.
In addition to the Eurobond, the government plans to secure further external financing through loans for priority projects and budget support. Total foreign borrowing for next year is projected to reach 118.2 billion lek.
However, after deducting foreign debt obligations due for repayment during the year, net foreign borrowing is expected to stand at 22.6 billion lek.
A Eurobond is a debt instrument through which a government borrows money from international investors, committing to repay the borrowed amount along with interest within an agreed period.
Albania issued its first Eurobond in 2010, worth €300 million, with a five-year maturity. Its most recent issuance on international financial markets took place in 2025.
