Albania Launches “Pasqyrë Albania” Platform to Track Public Investments and Citizen Complaints

Prime Minister Edi Rama has unveiled “Pasqyrë Albania”, a new digital platform designed to improve transparency over public investments and help citizens track applications, public services and complaints in real time.

During the launch, Saimir Kapllani, an expert at the National Agency for Information Society (AKSHI), outlined the platform’s four main pillars. He said the system aims to improve public access to information and strengthen institutional accountability.

The first pillar, “Shih” (See), allows citizens to monitor public investments in their municipalities. They can check ongoing projects, follow their progress and access information about government priorities and reforms.

Rama said the platform would allow citizens to verify project developments in their own areas. They can also identify delayed or suspended investments and check their current status.

He said the platform would provide direct access to information and help citizens compare public claims with the actual progress of projects.

The second pillar, “Kupto” (Understand), focuses on transparency in local government decisions. Citizens can access approved municipal decisions and draft decisions submitted to municipal councils.

The platform also features a virtual assistant. It helps users understand recent decisions and provides summaries of measures approved by their municipalities. According to Kapllani, the system already includes municipal council decisions dating back to September.

The third pillar provides citizens with a personal account. By logging in through e-Albania, users can track their applications, public services and complaints. The platform displays the latest status of each application.

Rama placed particular emphasis on the complaint-tracking system. He compared it to DHL parcel tracking, which allows customers to follow a delivery at every stage.

Under the new system, citizens can see where their requests stand and whether institutions have acted on them. Meanwhile, public administration officials can identify delays and determine where requests get stuck.

Rama said institutions must respond within the legal deadlines. He stressed that citizens should no longer have to question whether an institution has received or answered their complaints.

Kapllani explained that each public service has a legally defined response deadline. If an institution fails to meet it, the platform automatically tracks the delay and sends the citizen an SMS notification.

The notification also includes a direct link to file a complaint. The system then registers the complaint for further action.
