Albania aligns central banking legislation with EU standards, European Commission reports

The European Commission has recognised Albania’s progress in aligning its monetary policy legislation with European Union standards, particularly in safeguarding the independence of the Bank of Albania.

In its latest Progress Report on Albania, the Commission notes that the country has achieved a high level of alignment with EU legislation, especially regarding the prohibition of privileged access by the public sector to financial institutions.

The report also highlights that Albania’s legal framework complies with EU standards on central bank independence and the prohibition of monetary financing of the public sector.

Another important development is the adoption of the new Law on the Bank of Albania in October 2026. The Commission considers this legislative change an important step towards bringing Albania’s institutional and regulatory framework closer to European standards.

The assessment reflects the country’s continued efforts to strengthen its central banking framework and advance its EU integration process.
